Sunset Beach is usually quite crowded.  Other popular spots include Malibu and Venice and one can often see a few surfers on Will Rogers Beach south of the jetty near the lifeguard station.  Dawn Surf Patrol, run by Lucas and Jake Adee, often teaches surfing in this spot.  dawnpatrolvenice.com
